Odisha Government Executes Strategic OAS Officer Transfers Across Key Districts
Bhubaneswar, September 9, — In a move aimed at bolstering district-level administration, the Government of Odisha has announced a significant reshuffle involving senior officers of the Odisha Administrative Service (OAS).
The transfers span critical districts including Bargarh, Mayurbhanj, Keonjhar, and Bhubaneswar.
According to Notification No. 30686/SCS, Shri Sangram Sekhar Panda, previously Registrar (Administration) at MKCG Medical College & Hospital, Berhampur, will now serve as Additional District Magistrate (ADM) in Padampur, Bargarh.
His appointment falls under Sub-Section-2 of Section-14 of the Bharatiya Nagarik Suraksha Sanhita, 2023.
Shri Dukhabandhu Nayak, formerly Joint Secretary in the Higher Education Department, has been posted as ADM, Mayurbhanj.
Meanwhile, Shri Paresh Kumar Nayak transitions from Deputy Commissioner (Enforcement) at Bhubaneswar Development Authority to Joint Secretary in the Higher Education Department.
In Keonjhar, Shri Yudhistir Meher has been appointed Additional Sub-Collector of Anandpur, replacing his previously cancelled posting at IGIT Sarang. Similarly, the posting of Shri Mani Prasad Misra as Additional Sub-Collector, Anandapur, has been revoked.
All officers are centrally relieved from their current roles effective September 10, 2025 (afternoon) and are instructed to assume their new responsibilities immediately, without availing joining time.
The notification was issued by Ghasiram Murmu, Special Secretary to the Government, under the authority of the Governor of Odisha.
