Odisha Cabinet Approves 5 Key Proposals for Legal, Tax, and MSME Reforms

In a decisive move to strengthen governance, stimulate economic growth, and empower local enterprises, the Odisha Cabinet, led by Chief Minister Mohan Charan Majhi, has approved five key proposals on August 1, 2025.



These initiatives span critical sectors—from judicial services and GST amendments to water resource planning and food processing policy updates.

Chief Secretary Manoj Ahuja addressed the media, outlining the decisions made during the session.

🏛️ Judicial Reforms

  • Amendments to Judicial Staff Services Rules improve court efficiency and align with new criminal laws.
  • Updates to Law Officers’ Rules enable more appointments to reduce the case backlog and boost prosecution support.

💰 Tax Compliance Simplification

  • Changes to the Odisha GST Act clarify input tax credit rules, implement track-and-trace systems for evasion-prone sectors, and introduce pre-deposit norms for appeals.

🌊 MATY-3.0 Scheme Expansion

  • ₹2,738 crore sanctioned to build 3,313 new check dams and improve 3,529 existing ones—enhancing irrigation and groundwater recharge.

🥫 MSME Incentive Reforms

  • Food Processing Policy streamlined with a tiered approval system for fiscal incentives up to ₹50 crore—expected to boost job creation and investment.
