ANM Question Paper Leak Sparks Chaos in Odisha Assembly; Minister Promises Strict Action

The Odisha Legislative Assembly descended into chaos on Thursday after opposition members raised the issue of a leaked question paper for the Auxiliary Nurse Midwife (ANM) second-year examination.

The disruption forced the House to be adjourned twice, totalling 14 minutes, as opposition leaders stormed the well and demanded accountability from the government.

The leaked paper, the fifth exam on Midwifery, was scheduled to be conducted on December 5, 2025, from 2 PM to 5 PM across 47 examination centres in all 30 districts of the state.

Reports of the leak surfaced in media outlets before the exam could commence, sparking outrage among students and legislators alike.

Speaker Surama Padhy directed Health Minister Mukesh Mahaling to address the House. In his statement, Mahaling confirmed the leak and assured that the government had taken the matter seriously.

An FIR was lodged at the Capital police station in Bhubaneswar, and the minister vowed strict legal action against those responsible.

Opposition members accused the administration of negligence and raised concerns about irregularities in the state’s nursing education system.

They demanded immediate reforms to safeguard the integrity of examinations and restore public trust.

The controversy has reignited debate over transparency and accountability in Odisha’s healthcare education sector, with students and educators calling for stronger safeguards against malpractice.
