TRAI Reinforces Digital Connectivity Standards: Response to DoT’s Clarification Request

TRAI digital connectivity recommendations

Bhubaneswar, May 22 (OT Webdesk)– In a significant move towards enhancing India’s digital infrastructure, the Telecom Regulatory Authority of India (TRAI) has formally responded to the Department of Telecommunications (DoT) regarding its recommendations for rating buildings and areas for digital connectivity.

The back-reference from DoT, dated March 19, 2025, sought clarification on TRAI’s original proposal from February 20, 2023, addressing issues related to seamless in-building connectivity.

Bridging the Connectivity Gap

Despite past policy interventions, TRAI observed persistent gaps in achieving seamless digital coverage within buildings, especially in the era of 5G and upcoming 6G networks. Higher-frequency radio waves, necessary for ultra-fast connectivity, struggle with building penetration due to walls and construction materials. TRAI emphasised the need for incorporating Digital Connectivity Infrastructure (DCI) as a fundamental part of urban planning.

Digital Connectivity as a Basic Utility

Acknowledging the increasing integration of the Internet of Things (IoT) in modern workplaces and living spaces, TRAI underscored the importance of rating buildings based on their digital readiness. Similar to existing regulations governing essential services like water and electricity, TRAI proposes that digital infrastructure standards be included in Model Building By-laws (MBBL), ensuring seamless connectivity for occupants.

Government Collaboration for Future-Ready Cities

TRAI’s response highlights the necessity for cross-sector collaboration involving government bodies, urban planners, and telecom service providers to eliminate connectivity bottlenecks. With 5G expanding across India and the groundwork for 6G already underway, ensuring digitally optimised buildings will be crucial for uninterrupted services.

Public Access to TRAI’s Recommendations

Following a detailed analysis, TRAI finalised its response and made it available on its official website (www.trai.gov.in) for public access. Interested stakeholders can review the recommendations to understand the roadmap for digitally inclusive urban development.
