Odisha Vikash Conclave 2025 Outcomes: Climate-Resilient Growth Pathways Shared with Govt

Bhubaneswar, December 15, 2025: The Odisha Vikash Conclave (OVC) 2025 has taken a decisive step toward shaping climate-resilient and people-centric development pathways for the state.

The key recommendations from the two-day conclave, held on November 26–27 in Bhubaneswar, were formally presented to senior officials of the Government of Odisha, aligning with the state’s long-term Odisha Vision 2036 and the national goal of Viksit Bharat @2047.

Development Commissioner-cum-Additional Chief Secretary Smt. Anu Garg, Principal Secretary, Labour & ESI Smt. Chithra Arumugam and other senior officers attended the high-level meeting.

Civil society leaders under the Odisha Development Initiative (ODI) highlighted sector-specific priorities, institutional roles, and practical pathways for implementation.

The conclave drew over 700 participants from government, academia, corporate, Panchayati Raj Institutions, and community organisations.

Discussions spanned critical themes including ecosystem governance, just transition and green livelihoods, data decentralisation, gender-climate nexus, disaster preparedness, human health impacts, demographic transitions, and climate-smart Panchayats.

Officials welcomed the actionable recommendations, stressing the need for structured implementation, scalable ground-level models, and community-centric approaches.

Assurance was given that the proposals would be considered for integration into future policies.

Prominent collaborators included Dr Jagadananda (ODI), Dr Sisir Kanta Pradhan (Common Ground), Shri Avimuktesh Bhardwaj (Back to Village), Shri Sushil Samantra (iFOREST), Ms Swapnashree Sarangi (FES), Ms Rukmini Panda (Breakthrough India), Ms Sneha Mishra (Aaina), Shri Umi Daniel (Aide-et-Action), Dr Shridhar M. Kadam (IIPH-Bhubaneswar), Shri Ananta Kishore Swain (CYSD), and Shri Antim Alok Saraf (CYSD).

The conclave reaffirmed its role as a credible platform bridging policy formulation with grassroots implementation, fostering a unified approach to tackle Odisha’s pressing climate and development challenges.
