Odisha to launch five-year “BIMAAN” scheme under ‘Aviation for All’ initiative

Bhubaneswar, Oct 26 (UNI) The Odisha government has approved the Building & Management of Aviation Assets and Network (BIMAAN) scheme, a five-year initiative with an outlay of Rs 14,182 crore, aimed at realising the inclusive vision of “Aviation for All.” The Cabinet, chaired by Chief Minister Mohan Charan Majhi, approved the scheme last night.

Implemented by the Commerce and Transport Department, BIMAAN seeks to position Odisha as a leading aviation hub in eastern India by bringing all aspects of aviation under a single comprehensive framework.

The scheme focuses on infrastructure development and modernisation, including the upgradation and maintenance of airports and heliports across the state.

It also covers Greenfield and Brownfield airports in underserved regions to boost regional access and operational efficiency. BIMAAN includes Viability Gap Funding (VGF) and other incentives to airlines to enhance regional air connectivity, linking tier-II and tier-III towns with major cities under the UDAN and other schemes.

A key component of the scheme is the establishment of world-class MRO (Maintenance, Repair, and Overhaul) facilities at Biju Patnaik International Airport and other strategic locations to create a self-reliant aviation maintenance ecosystem and attract private investment. The scheme will also promote emerging technologies such as drones, seaplanes, e-VTOL aircraft, and aerospace manufacturing, ensuring Odisha remains at the forefront of new-age aviation and green mobility.

Additionally, it will strengthen air cargo infrastructure to support agricultural exports, industrial logistics, and time-sensitive trade, enhancing Odisha’s integration with national and global value chains.

BIMAAN also aims to create large-scale employment through aviation-focused skilling, flight training, and specialized programs for technicians, pilots (especially women), and ground-handling professionals in collaboration with reputed industry partners.

The government will also restructure and empower the Directorate of Aviation to act as a professional body for policy planning, coordination, and execution of aviation projects across the state.

The BIMAAN scheme marks a landmark step in Odisha’s aviation journey, driving connectivity, innovation, employment, and investment. It is expected to accelerate the state’s vision of “Viksit Odisha 2036” through inclusive and sustainable growth of the aviation sector.
