Odisha Tables Rs 17,440 Crore Supplementary Budget for 2025–26: Farmers, Health, and Elections in Focus
The Odisha government has presented a Rs 17,440 crore supplementary budget for the financial year 2025–26, with Chief Minister and Finance Minister Mohan Charan Majhi tabling the proposal in the Assembly.
The largest share of the allocation—Rs 13,716 crore—has been directed towards program expenditure, followed by Rs 3,389 crore for administrative costs and Rs 171 crore for disaster mitigation.
Farmer welfare and food security dominate the budget priorities, with Rs 3,000 crore set aside for a revolving fund for paddy procurement, Rs 1,325 crore for Public Distribution System (PDS) discounts, and Rs 850 crore under the Samruddha Krushak Yojana to support minimum support price (MSP) and input assistance.
Health receives a significant boost, with Rs 994 crore earmarked for the National Health Mission (NHM) and Rs 40 crore for the Gopabandhu Jan Arogya Yojana.
Infrastructure allocations include Rs 250 crore for road and bridge maintenance and Rs 171 crore for disaster mitigation.
Women’s empowerment schemes also feature prominently.
The newly launched Shaktishree scheme for women’s safety has been allocated Rs 15 crore, while Subhadra Yojana receives Rs 295 crore, Mission Shakti Rs 405 crore, and Mamata Yojana Rs 142 crore.
In education, Rs 392 crore has been allocated for PM-Poshan and Rs 71 crore for the Chief Minister’s Poshan Shakti Nirman initiative.
Additionally, Rs 42 crore has been earmarked for Zilla Parishad elections, signalling possible by-elections to fill vacant Panchayati Raj positions before the councils’ full term ends in 2027.
As of October 2025, Odisha’s debt burden stands at 11.9% of GSDP, with a fiscal deficit of 1.3%.
The government reiterated its commitment to fiscal discipline under the FRBM Act and its vision of achieving a “Samruddha Odisha” by 2036.
