Odisha Signs MoU with Sarvam to Build India’s First Sovereign AI Park
Bhubaneswar: In a landmark move, the Odisha Government has signed a Memorandum of Understanding (MoU) with Sarvam, a leading Indian AI company, to establish the country’s first full-stack Sovereign AI Park.
The agreement was formalised during the Black Swan Summit 2026 in the presence of President Droupadi Murmu and other dignitaries.
The Sovereign AI Park will be a purpose-built innovation district featuring advanced compute infrastructure, research hubs, startup incubation, and government-focused AI applications.
It is designed to align with Odisha’s Vision 2036 and Vision 2047, positioning the state as a national leader in sovereign digital infrastructure.
A key highlight of the initiative is the deployment of large-scale, voice-first Odia AI solutions across education, agriculture, healthcare, e-governance, and public safety.
These citizen-centric applications aim to strengthen last-mile delivery of government schemes, particularly benefiting rural, tribal, and low-literacy populations.
Sarvam, known for its foundational AI models in Indian languages, will bring expertise in speech technology, multilingual systems, and governance-focused deployments.
With this partnership, Odisha aspires to become a net exporter of computing power, contributing significantly to India’s digital economy.
Officials emphasised that the Sovereign AI Park will not only boost technological innovation but also set a benchmark for inclusive, transparent, and responsible AI adoption in public service delivery.
