Odisha Rolls Out AI-Driven Officer Evaluation to Reinvent Governance

Bhubaneswar, July 19(OT Webdesk) – In a decisive move to reform bureaucratic accountability, the Odisha government has launched an AI-based officer evaluation system for its Revenue and Disaster Management Department.

Under the new framework, revenue officers will now be assessed through artificial intelligence tools analysing performance metrics and citizen feedback, eliminating traditional promotion tactics driven by favouritism or lobbying.

Additional Chief Secretary Deoranjan Kumar Singh, addressing a meeting of registration officers, emphasised that promotions will be directly linked to individual ratings on a five-point scale.

These ratings will be calculated using a combination of AI data analysis and public input, alongside standard Confidential Character Reports (CCRs).

Singh pointed out a recurring mismatch between officers’ self-assessment and public perception, citing frequent complaints about delays, negligence, and even bribery.

He condemned the “beg or bribe” culture reported in many registration offices, calling for an overhaul in administrative ethics and workplace discipline.

Officers were urged to arrive punctually, address citizen grievances sincerely, and embrace their roles as public service facilitators rather than bureaucratic gatekeepers.

The move is seen as a major stride in Odisha’s broader effort toward digitised governance, transparency, and performance-based accountability.
