Bhubaneswar: The Odisha Assembly’s winter session witnessed a significant financial update as Finance Minister Prithviraj Harichandan announced that the state has utilised 39% of its annual budget by the end of October.

Responding to a query from senior legislator Pratap Keshari Deb, Harichandan revealed that Odisha spent Rs 1,14,518 crore from the total budget allocation.

He assured the House that with four months remaining in the financial year, the government is confident of achieving full expenditure by March.

The minister acknowledged that certain departments recorded lower spending compared to others and confirmed that reviews will be conducted to ensure effective fund utilisation.

He highlighted the improvement over last year, when expenditure stood at 36% by October, describing the rise to 39% as a sign of better financial management and efficiency in implementing schemes.

Opposition members pressed for clarity on fund allocation and utilisation, while Harichandan reiterated the government’s commitment to transparency, accountability, and timely execution of projects.
