Odisha Notifies 24 New NACs and 5 Municipalities to Strengthen Urban Governance
In a landmark step toward strengthening local governance, the Odisha government has officially notified the creation of 24 new Notified Area Councils (NACs) across 14 districts and the upgradation of five towns into full-fledged municipalities.
The Housing and Urban Development Department’s notification covers semi-urban regions such as Pallahara in Angul, Simulia and Basta in Balasore, Salipur in Cuttack, Tangi in Khordha, Boriguma in Koraput, and several others. Additionally, Boudhgarh (Boudh), Bhanjanagar, Kabisuryanagar, Polasara (Ganjam), and Karanjia (Mayurbhanj) have been elevated to municipal status.
This expansion is designed to decentralise administration, empower local bodies with independent budgeting, and improve essential civic services, including water supply, sanitation, waste management, and road maintenance.
The move follows Chief Minister Mohan Charan Majhi’s earlier announcements in 2025, reflecting Odisha’s commitment to inclusive urban growth amid rising population pressures in smaller towns.
By expanding its network of Urban Local Bodies (ULBs), Odisha aims to bridge the gap between rural panchayats and urban municipalities, ensuring smoother transitions for rapidly growing towns and enhancing infrastructure for residents.
