Odisha govt warns officials over delay in transfer order implementation

Odisha University (Amendment) Act

Bhubaneswar,(Orissa Today) Feb 3: Months after being transferred for administrative reasons, many officers in Odisha have not complied with the orders, creating a governance challenge. In several cases, transferred officials are not being relieved, while some are using different means to retain their current posts.
Official sources reveal that between July 2, 2024, and January 2025, a total of 37 transfer orders remain unimplemented. Concerned over this administrative crisis, the state government has taken a strict stance. Authorities have been warned that failure to relieve transferred officers immediately will be deemed as disobedience, warranting necessary action.
Additional Chief Secretary of the General Administration Department, Surendra Kumar, has written to divisional secretaries, department heads, and district collectors, directing them to enforce transfer orders for OAS officers. His letter highlights that despite repeated reminders, superior authorities have failed to implement the transfers. Many officers either continue in their current roles or have not assumed new responsibilities.
This delay has severely impacted the execution of government welfare schemes and service delivery. The letter further states that prolonged non-compliance undermines the purpose of transfers and calls for strict action against those responsible for disregarding government orders.
