Odisha Govt Sets Oct 31 Deadline for 2025 Additional Budget Proposals
In a decisive move to sharpen fiscal discipline and align spending with long-term development goals, the Odisha government has mandated all administrative departments to submit their additional budget proposals for the 2025–26 financial year by October 31.
The directive, issued by the Planning and Convergence Department, emphasises online submission and strict adherence to the Finance Department’s October 15 guidelines.
The proposals—formally known as the Supplementary Statement of Expenditure—must prioritise transformative initiatives over routine reappropriations.
Departments are instructed to align their requests with the Odisha Vision Documents for 2036 and 2047, focusing on capital projects, innovative schemes, public service enhancement, and livelihood programs.
A critical compliance filter has been introduced: departments with less than 40% budget utilisation as of September 30 will be ineligible for additional allocations. Furthermore, new schemes must undergo rigorous evaluation by the State Finance Committee (SFC) or Expenditure Finance Committee (EFC).
Special attention is required for proposals under Externally Aided Projects (EAP), the Rural Infrastructure Development Fund (RIDF), and Centrally Sponsored Schemes (CSS), with a clear mandate to avoid year-end fund surrenders.
All submissions must be approved by the respective departmental ministers before reaching the Planning and Convergence Department. This structured approach aims to ensure that every rupee spent contributes meaningfully to Odisha’s ambitious development trajectory.
