Bhubaneswar, July 24 (UNI) The Odisha government today implemented another round of bureaucratic reshuffle among IAS officers, just two days after a major overhaul that involved the transfer of several senior officers including the Revenue Divisional Commissioner (RDC) and 17 district collectors.
According to a notification issued by the General Administration Department, Rajesh Prabhakar Patil, IAS (RR-2005), Commissioner of Bhubaneswar Municipal Corporation, has been appointed
as Commissioner-cum-Secretary, Co-operation Department.
He will also hold additional charges as Special Secretary, Housing & Urban Development Department and Chairman, Odisha State Warehousing Corporation.
Dr. Bijay Ketan Upadhyaya, IAS (RR-2009), currently serving as Director, Odia Language, Literature & Culture, with additional charge of Director, Odisha Paribar, has been allowed to continue holding additional charge as Secretary, Odia Language, Literature & Culture Department.
Samarth Verma, IAS (RR-2011), Director, Technical Education & Training, Odisha (Cuttack), and Managing Director, Odisha Film Development Corporation, has been appointed as Director, Minor Minerals, Bhubaneswar.
The post has been upgraded and declared equivalent in status and responsibility to the rank of Additional Secretary in the State IAS cadre.
Deepankar Mohapatra, IAS (NSCS-2014), former Director, Sports, with additional charge as CEO, Hockey Promotion Council, Odisha, has been formally appointed as Chief Executive Officer, Hockey Promotion Council, Odisha.
This post is now declared equivalent to the status and responsibility of a Joint Secretary in the IAS cadre.
On completion of Phase-II Training, several 2023 batch IAS officers have been assigned Sub-Collector and SDM posts.

Tejaswini Behera, IAS (RR-2023), is posted as Sub-Collector, Sundargarh, Shiv Malviya, IAS (RR-2023), as Sub-Collector, Anandpur,Avinash Kumar, IAS, is appointed as Sub-Divisional Magistrate, Berhampur, Ganjam district.
All appointments have been made under Section 14(4) of the Bharatiya Nagarik Suraksha Sanhita, 2023, thereby designating the officers as Sub-Divisional Magistrates (SDMs) in their respective jurisdictions.
