Odisha Govt Ends NOC Hassle for GA & PG Employees
In a significant administrative reform, the Odisha Government has abolished the requirement of individual No Objection Certificates (NOCs) for employees under the General Administration & Public Grievance (GA & PG) Department.
The government has issued a standing permission that allows all officers and staff to apply for jobs or appear in recruitment examinations conducted by UPSC, OPSC, SSB, OSSC, and OSSSC without seeking fresh departmental approval each time.
Officials clarified that while employees are free to pursue career opportunities, they must ensure that official duties are not neglected. Necessary leave and headquarters permissions must still be obtained, supported by relevant documents such as admit cards.
Importantly, if an employee is selected for another post, formal approval through proper channels remains mandatory. The department also reserves the right to refuse to relieve employees in the larger public interest.
This move is expected to reduce bureaucratic delays, streamline processes, and empower employees with greater flexibility in career advancement. Pending applications for NOCs will no longer be processed, and the new directive overrides all previous related orders.
