Odisha Govt Appoints Rashmi Ranjan Swain as First OUSSSC Chairman

The Odisha government has appointed retired IPS officer Rashmi Ranjan Swain as the first Chairman of the newly formed Odisha Uniformed Services Staff Selection Commission (OUSSSC).

Swain, a native of Rourkela and a 1991‑batch IPS officer of the AGMUT cadre, previously served as the Director General of Police (DGP) in Jammu & Kashmir.

Known for his integrity and professionalism, he retired after handling critical security responsibilities in the region.

The OUSSSC was approved by the Odisha Cabinet in November 2025 to streamline recruitment for uniformed services such as police and excise.

The commission was created to address delays, irregularities, and scandals, including the sub‑inspector recruitment scam.

With Swain at the helm, the commission is expected to implement a merit‑based, technology‑driven recruitment process that ensures transparency, efficiency, and public trust.

His appointment is seen as a strategic move to restore credibility in Odisha’s recruitment system for uniformed services.
