Odisha Cabinet Greenlights 13 Strategic Proposals to Accelerate Urbanisation and Tech Growth


SAMRUDHA SAHAR scheme and semiconductor policy amendments headline transformative agenda under Vikshit Odisha 2036 Vision


Bhubaneswar, July 16, (OT Webdesk): In a decisive move to reshape Odisha’s developmental trajectory, the state cabinet, chaired by Chief Minister Mohan Charan Majhi, approved 13 key proposals spanning 11 departments.

The landmark decisions include the rollout of the flagship SAMRUDHA SAHAR scheme and amendments to the Odisha Semiconductor Manufacturing and Fabless Policy-2023, both central to the Vikshit Odisha 2036 Vision.

🌆 SAMRUDHA SAHAR: Urban Transformation Blueprint

The SAMRUDHA SAHAR scheme, spearheaded by the Housing and Urban Development Department, aims to foster planned urbanisation and balanced regional growth. With a total outlay of ₹4,879.30 crore, the initiative comprises:

  • Town Planning Scheme: ₹4,114 crore allocated for infrastructure like roads, water supply, sewerage, and waste management in peri-urban zones.
  • Cities as Growth Hubs: ₹765.30 crore earmarked for developing economic clusters, industrial townships, and high-potential urban corridors.

This dual-pronged approach is designed to empower urban planning bodies, enhance regional mobility, and align with national development frameworks.

🧠 Semiconductor Sector: Policy Overhaul to Attract Investment

The cabinet also approved the Second Amendment to the Odisha Semiconductor Manufacturing and Fabless Policy-2023, introducing 16 major changes. These reforms aim to:

  • Boost investor confidence in Odisha’s high-tech ecosystem.
  • Improve project viability and competitiveness.
  • Align with the India Semiconductor Mission.

Notable investors already onboard include RIR Power Electronics Ltd, SiCSem Pvt. Ltd., and Heterogeneous Integrated Packaging Systems Pvt. Ltd.

🎓 Higher Education Governance Reform

The cabinet passed the Odisha Universities (Amendment) Ordinance, 2025, enhancing the Chancellor’s jurisdiction—held by the Governor—over the appointment of Vice-Chancellors in public universities. This move is expected to streamline leadership appointments and reinforce academic governance.

Proposals from departments including Energy, Home, and Finance were also cleared, reinforcing the state’s commitment to holistic development.
