Odisha Assembly Winter Session 2025: Speaker Urges Cooperation, President Murmu to Address House

Bhubaneswar, Nov 26: The Winter Session of the Odisha Legislative Assembly is set to begin on November 27, 2025, and will continue until December 31, 2025, spanning 29 working days.

Ahead of the session, Speaker Surama Padhy convened an all-party meeting on Wednesday, calling for cooperation and constructive debate to ensure smooth proceedings.

The meeting brought together key leaders, including Chief Minister Mohan Charan Majhi, Deputy Chief Minister Kanak Vardhan Singhdeo, Parliamentary Affairs Minister Mukesh Mahaling, Law Minister Prithviraj Harichandan, Government Chief Whip Saroj Pradhan, Opposition Chief Whip Pramila Mallik, and Congress Legislature Party Leader Ramchandra Kadam.

Speaker Padhy emphasised the importance of upholding democratic traditions and maintaining the dignity of the House. Opposition leaders stressed the need for equal time and opportunity to raise issues, while the government assured constructive debate.

The Winter Session will open with a historic address by President Droupadi Murmu on November 27.

The government will present the first supplementary budget for FY 2025–26 on November 28, followed by discussions on expenditure demands from December 4 to 6. The Appropriation Bill will be introduced on December 8.

The all-party meeting reaffirmed the commitment of all political groups to uphold decorum and ensure effective legislative business.

With cooperation from all sides, the Speaker expressed confidence that the Winter Session will proceed smoothly.
