Odisha aims to become India’s growth engine by 2047: Chief Secretary

Bhubaneswar, Aug 21 (UNI) Odisha aspires to emerge as a growth engine for India by 2047, making a significant contribution to the nation’s development, Chief Secretary Manoj Ahuja said today.
Speaking at a State-level workshop on KPI (Key Performance Indicator) Development for “Viksit Odisha – Vision 2036 & 2047”, Ahuja said the vision document sets out an ambitious and transformative roadmap for the State.
He noted that the Vision Document, unveiled by Prime Minister Narendra Modi in the presence of Chief Minister Mohan Charan Majhi, positions Odisha to play a pivotal role in driving India’s growth
by 2047.
The Chief Secretary emphasized that a growth mindset and a shared understanding are essential for realizing the goals of Viksit Odisha as part of Viksit Bharat.
Ahuja added that the workshop aimed to collaboratively finalize a comprehensive KPI framework, a critical step in implementing Viksit Odisha – Vision 2036 & 2047.

Highlighting the importance of accountability and robust monitoring, he announced that a high-frequency, data-driven Chief Minister’s Dashboard will serve as the cornerstone for tracking
progress.
He reiterated that the success of the vision will depend on the quality and relevance of the KPIs. Developing a strong, three-tier KPI framework, he stressed, requires direct leadership and deep domain expertise from every department.
To ensure both strategic leadership and technical support, three-member teams have been formed in each designated Anchor Department.

These teams include the Departmental Secretary, the Nodal Officer for Viksit Odisha – Vision 2036 & 2047, and another senior officer providing programmatic and technical expertise.

During the workshop, Additional Chief Secretaries, Principal Secretaries, and Commissioner-cum-Secretaries underlined the importance of departmental ownership, convergence, and collaboration
in the KPI development process for effective implementation.
The Strategic Support Unit (SSU), Office of the Chief Secretary, led by Ansuman Rath, Under Secretary to the Chief Secretary, presented the four-tier KPI framework – Outcomes, Outputs, Processes, and Sub-processes – and demonstrated the KPI Development Toolkit.
The session concluded with detailed discussions on key takeaways, the next steps for KPI finalization, and their integration into the Chief Minister’s Dashboard.

The workshop was organized by the Planning and Convergence Department, Government of Odisha, in collaboration with the Strategic Support Unit (SSU) of the Office of the Chief
Secretary.
