Odisha Accelerates Anganwadi Upgrades, MLALAD Expansion, and Climate Projects

Bhubaneswar, Oct 18: Odisha’s Development Commissioner and Additional Chief Secretary Anu Garg chaired a high-level review meeting with district collectors to assess progress on critical development initiatives across the state.

The review spotlighted three major areas: infrastructure upgrades at Anganwadi Centres, enhanced implementation of the MLA Local Area Development Fund (MLALAD), and climate-resilient infrastructure projects.

Anganwadi Centres: Push for Universal Facility Coverage

With 74,224 Anganwadi Centres statewide, Principal Secretary Subha Sharma emphasised the urgent need for basic amenities, including electricity, drinking water, toilets, and kitchen sheds.

Collectors were instructed to ensure 100% coverage by November and expedite pending construction.

MLALAD Fund: Increased Allocation and Digital Oversight

The MLALAD allocation for FY 2025–26 has been raised to Rs 735 crore, increasing per-constituency funding from Rs 3 crore to Rs 5 crore. A digital portal launched in August now streamlines proposal approvals, fund flow, and execution.

Collectors and Zilla Parishads were directed to fast-track project approvals and maintain timely reporting under both MLALAD and the Chief Minister’s Assistance Scheme (CM-AS).

Climate-Resilient Infrastructure: OIIPCRA and GCF Projects

The Odisha Integrated Irrigation Project for Climate-Resilient Agriculture (OIIPCRA), supported by the World Bank, spans 538 minor irrigation projects across 15 districts.

It integrates agriculture, horticulture, and irrigation. Collectors were urged to monitor outcomes and promote sustainable practices.

Additionally, the Green Climate Fund (GCF) project was reviewed for its role in strengthening urban climate resilience across Odisha.
