NHRC directs Ganjam SP to submit report on assault of Dalit man by self-proclaimed cow vigilantes

Kendrapara, Aug 20 (UNI) The National Human Rights Commission (NHRC) today sought an additional and complete report within four weeks from the Superintendent of Police (SP), Ganjam,
on the brutal assault of a Dalit man from Singipur by self-proclaimed cow vigilantes allegedly affiliated with the Bajrang Dal.

The Commission passed the order after acting on a petition filed by human rights defender Sagar Kumar Jena of Kendrapara.

According to the petition, Babula Naik, a Dalit resident of Singipur village under Dharakote block in Ganjam district, was brutally assaulted on June 22, 2025, by a group of cow vigilantes claiming affiliation with the Bajrang Dal.

Naik was returning home with a cow and two calves, legally purchased from a farmer in Haripur village, when he was intercepted by the vigilantes.

They allegedly demanded a “donation” of Rs.30,000 to let him transport the animals. When Naik refused, citing his inability to pay such a large sum, the attackers beat him mercilessly, forcibly shaved part of his head, and paraded him publicly in humiliation.

They also snatched Rs.700 from him and threatened him with dire consequences if he approached the police.

The NHRC, after taking cognizance of the complaint, had earlier sought an action-taken report from the SP, Ganjam. In its report submitted on July 8, the SP confirmed atrocities against Babula Naik and another villager, Bulu Naik of Singipur.

The report stated that the victims were wrongfully detained, assaulted, robbed of money and belongings, and subjected to degrading acts including forced tonsuring, parading, and public humiliation by Rajesh Samal and his associates.

So far, 15 accused persons have been arrested, while others remain absconding. The report added that caste verification and victim compensation are still pending.
The Investigating Officer (IO) has been directed to expedite the arrests of absconding accused, complete caste verification, and finalize the joint inquiry for compensation.

Considering the report, the NHRC directed the SP of Ganjam to submit a fresh update by September 27, confirming whether caste verification has been completed and, if so, the status of monetary relief provided to the victims.
