Eight Convicted in 2017 Dhenkanal Murder Case, Sentenced to Life Imprisonment

In a landmark judgment, the District and Sessions Court in Dhenkanal, Odisha, has sentenced eight individuals to life imprisonment for the murder of Salman Rout during the 2017 Gram Panchayat elections.

The incident, rooted in political rivalry, occurred on February 4, 2017, in Godi Sahi, Tarava GP, under Sadar Police Station.

According to the complaint filed by Bikram Keshari Mallick, a group including the victim was near a local shop when the accused—led by Chikun Biswal—attempted to paste election posters.

A protest led to a violent clash, during which Salman Rout was shot in the chest. He succumbed to his injuries at the District Headquarters Hospital, while Mallick sustained injuries.

The case was initially handled by local police but was transferred to the CID Crime Branch within a week.

Investigators seized two firearms, including the murder weapon, and charge-sheeted 15 individuals under multiple IPC sections and the Arms Act.

On October 28, 2025, the court convicted eight accused under sections 302, 323, and 34 of the IPC:

  • Samarendra Biswal @ Akhi
  • Kulamani Behera
  • Debendra Swain @ Kunu

  • Byomakesh Biswal

On October 31, the court announced the quantum of punishment:

  • Life imprisonment and Rs 20,000 fine each (or 6 months RI in default)
  • One year RI for causing hurt
  • Additional RI for Byomakesh Biswal under Arms Act: 3 years (Sec 25) and 5 years (Sec 27)

The investigation was led by Sarbeswar Sahoo (retired) and Ganesh Ch. Behera (DSP), with prosecution by Sitakanta Dash, Public Prosecutor.
