All tehsils in Odisha to get sub-registration offices: CM Majhi

Bhubaneswar, Nov 1 (UNI) Chief Minister Mohan Charan Majhi today announced that sub-registration offices will be opened in all tehsils across Odisha in a phased manner.

Inaugurating 44 new sub-registration offices in as many tehsils across 13 districts, Majhi said all such offices are now under Smart Surveillance, monitored through CCTV to ensure employee punctuality and transparency.

This system, he noted, has proven highly effective in making registration offices corruption-free and eliminating middlemen.

Majhi emphasised that availing government services is the right of every citizen and urged revenue department employees to deliver quality service with dignity and respect.

Out of the state’s 317 tahasils, 217 already had sub-registration offices. With the inauguration of 44 more today, the remaining 56 will be opened by the end of the current year.

Highlighting his government’s efforts, the Chief Minister said that over the past 16 months, several administrative reforms have been introduced to make governance more transparent, accountable, and people-centric.

He added that the government’s focus is to bring administration closer to the people’s doorsteps through the use of technology.

Majhi pointed out that citizens can now access many government services from home, with 433 online services currently available across 32 departments.
Recently, the government launched an e-Registration mobile app for slot booking in land registration, enabling citizens to book appointments and access documents such as Encumbrance Certificates online.

“The goal is to make services as accessible and convenient as possible,” the Chief Minister said.

He added that setting up sub-registration offices in all tehsils will benefit the public by saving travel time and costs, ensuring timely registrations, facilitating easy access to mutation records, improving revenue collection, and most importantly, promoting greater transparency in land registration.

Majhi also lauded the department for having provided 2.18 crore online services and for allotting house site pattas to over 25,000 homeless families.
Revenue Minister Suresh Pujari noted that people often face difficulties in land sale and purchase processes.

To address these issues, the government has introduced several reforms—opening sub-registration offices in all tehsils, simplifying procedures, updating revenue records, enabling cashless transactions, and ensuring faster issuance of land titles.

Efforts, he said, are ongoing to make the system simpler, smoother, and more time-efficient.
Pujari added that tehsil and sub-registration offices are now coterminous, allowing citizens to access all related services in one place.

In a major relief to the public, he announced that the long-standing restriction on selling part plots has been lifted, enabling easier buying and selling of land parcels.
District Collectors, Additional Collectors, Sub-Collectors, Tahasildars, and Sub-Registrars from 13 districts participated in the event virtually.
