15-Year-Old Maoist Cadre Surrenders Before Rourkela Police

Rourkela Police announced the surrender of a 15-year-old Maoist cadre, Roya Kalundi alias Ganesh, on Thursday.

A native of Kontodya village in Jharkhand’s West Singhbhum district, Kalundi joined the CPI (Maoist) in 2022 at the age of 12 after being influenced by senior leaders.

Over the past three years, he operated across the Saranda and Kolhan regions, engaging in arms movement, explosive handling, and reconnaissance missions.

Police records link him to multiple cases under the UAPA, Arms Act, and Explosive Substances Act. He was also involved in railway track blasting, IED explosions, and a bank looting incident in 2025.

At the time of surrender, authorities seized a 9mm carbine weapon. Kalundi has now been categorised as a Party Member under Odisha’s surrender and rehabilitation policy.

He will receive financial assistance of up to Rs 1.65 lakh, skill development training, a monthly stipend, healthcare coverage, subsidised ration facilities, housing support under the Antyodaya scheme, and a one-time marriage incentive of Rs 25,000.

Police officials emphasised that the surrender reflects the growing success of sustained anti-Maoist operations and rehabilitation initiatives.

They urged other cadres to follow suit, highlighting government schemes aimed at long-term peace and development in insurgency-affected regions.
