
Odisha Govt Greenlights Town Planning Scheme-8 to Boost Bhubaneswar’s Urban Infrastructure
In a strategic push toward structured urban development, the Odisha government has approved Town Planning Scheme-8 (TPS-8) for Bhubaneswar, covering 560.86 acres across Andharua and Daspur mouzas.
The Bhubaneswar Development Authority (BDA) will implement the scheme, which aims to transform the capital city’s western corridor into a modern, livable urban hub.
Under the land pooling model, 40% of land contributed by owners will be allocated for public infrastructure—roads, drainage, water supply, sewerage, and electricity—while the remaining 60% will be returned as developed plots, significantly enhancing land value and usability.
The plan includes roads ranging from 9 to 60 meters wide and integrates with the Comprehensive Development Plan (CDP) 2010, which envisions a 65-km ring road to decongest the city.
TPS-8 is part of the broader ‘Samrudha Sahara’ initiative, which seeks to create sustainable and well-planned urban zones across Odisha.
BDA Vice-Chairman N. Thirumala Naik has directed officials to fast-track implementation and conduct regular reviews to ensure quality, sustainability, and timely delivery.
This marks another milestone in Odisha’s commitment to smart urban growth, balancing infrastructure expansion with landowner benefits.
