SCs and STs are custodians of India’s history, culture, and heritage: Odisha Governor

Bhubaneswar, Aug 30 (UNI) Odisha Governor Dr. Hari Babu Kambhampati today said that the Scheduled Castes (SCs) and Scheduled Tribes (STs) are not only integral to India’s social fabric but also the true custodians of the nation’s history, culture, and heritage.

Addressing the valedictory session of the two-day National Conference of Chairpersons of Committees on the Welfare of Scheduled Castes and Scheduled Tribes here, Dr. Kambhampati said the strength of a nation is not measured by numbers or infrastructure alone, but by the dignity, freedom, and opportunities accorded to its most marginalized communities.

“Their welfare is not merely a matter of policy; it is the measure of our progress as a democracy built on the principles of equality, dignity, and fraternity,” he emphasized.
The Governor underlined the pivotal role of Parliamentary and State Legislature Committees in transforming constitutional safeguards into meaningful action.

He noted that their scrutiny of policies and insistence on accountability are vital to ensuring grassroots development.
Highlighting Odisha’s experience, Dr. Kambhampati pointed out that nearly two-fifths of the state’s population comprises SCs and STs, including 64 tribal communities and 13 Particularly Vulnerable Tribal Groups (PVTGs).
He cited the inspiring journey of President Droupadi Murmu and the recent achievement of Champa Raspeda,the first student from the Didayi PVTG of Malkangiri to qualify in NEET, as examples of how education and opportunity can transform lives.
Calling for collective responsibility, the Governor urged all stakeholders to reaffirm their commitment to building an India that upholds justice, respects diversity, and ensures dignity and empowerment for all.
Lok Sabha Speaker Om Birla, in his address, said the key outcome of the conference is the Bhubaneswar Agenda 2025, which will serve as a roadmap for the nation.
He appealed to all to dedicate themselves with renewed energy to social welfare and the upliftment of marginalized communities.

Rajya Sabha Deputy Chairman Harivansh Narayan Singh emphasized the role of modern technology in improving the lives of disadvantaged sections of society.

Chairman of the Parliamentary Committee on the Welfare of SCs and STs, Dr. Faggan Singh Kulaste, said the deliberations would serve as a guiding framework for future generations.
Odisha Legislative Assembly Speaker Surama Padhy expressed gratitude for the opportunity to host the prestigious conference in the state.

Odisha Deputy Chief Minister Pravati Parida highlighted the state government’s initiatives for SC and ST development and stressed their necessity for inclusive growth.

Odisha Parliamentary Affairs Minister Mukesh Mahaling urged stakeholders to ensure 100 percent utilization of funds allocated for the welfare of SC and ST communities.
