Under the new policy, owners can sell plots up to 500 square meters without prior approval, provided the land is not designated for real estate development.

This aims to streamline individual property transactions while maintaining urban planning standards.

Additionally, family-owned plot divisions among relatives are now exempt from layout regulations, reducing bureaucratic hurdles for property distribution within households.

The amendment introduces key legal provisions for owners wishing to legalize unauthorized plot splits, requiring proper road access and payment of necessary fees unless exempted.

This move is expected to clear registration backlogs and improve land transaction efficiency.

The changes also impact industrial and agricultural land policies, reinforcing existing exemptions while ensuring minimum road-width requirements in certain zones.

Another crucial update mandates that large landowners allocate 10–20% of their plots for smaller residential units, promoting affordable housing in urban developments.
