Odisha Slashes Land Kisam Categories from 7,797 to 22 to Streamline Land Governance

(OT Webdesk)In a sweeping reform aimed at transforming land governance, the Odisha government has reduced the number of land classifications—known as Kisams—from 7,797 to just 22.

Spearheaded by the Revenue and Disaster Management Department under Chief Minister Mohan Majhi, the move is designed to eliminate administrative confusion, accelerate processes like land mutation and rent fixation, and improve transparency for both citizens and officials.

The simplified Kisam categories will now be reflected in key documents such as the Record of Rights (RoR) and Patta, paving the way for quicker public acquisitions, valuation clarity, and easier compensation and subsidy assessments, particularly for farmers.

Officials emphasised that thousands of outdated regional Kisam names often delayed critical transactions and created bureaucratic hurdles.

The new standardised set includes categories like Jalasechita do-fasali, Gharabari, Gochar, Nadi, and Samudra, each clearly denoting distinct land-use purposes.

Experts and stakeholders believe this rationalisation will reduce land disputes, create a consistent valuation benchmark, and further support Odisha’s commitment to digital governance and the ease of doing business.
