In a significant move to strengthen industrial security across the state, the Government of Odisha has approved the creation of 972 new posts for the 2nd Odisha Industrial Security Force (OISF) Battalion.
The decision, announced on Monday, aims to enhance the safety of critical state entities such as the Odisha Mining Corporation (OMC), State Public Sector Undertakings (PSUs), and other industrial units. This development comes as Odisha continues to solidify its position as a mineral-rich industrial hub, contributing significantly to India’s mining and metallurgical sectors.
The newly approved posts span a wide range of ranks, from high-level positions like Deputy Commandant to ground-level roles such as Constables. According to the official document released by the Home Department, the breakdown includes 1 Deputy Commandant, 3 Deputy Superintendents of Police, 8 Assistant Commandants, 22 Inspectors, 63 Sub-Inspectors, 128 Assistant Sub-Inspectors, 675 Constables, and other supporting staff, totalling 972 positions. Additionally, 68 personnel will be engaged through outsourcing to handle roles such as drivers, cooks, and barbers, ensuring operational efficiency while optimising costs.
The 2nd OISF Battalion is a strategic response to the growing security needs of Odisha’s industrial landscape. The state, known for its vast mineral reserves—28% of India’s iron ore, 24% of coal, 59% of bauxite, and 98% of chromite, as per the Department of Steel and Mines—has attracted significant investments from mining and metallurgical companies. Entities like OMC, a key player since its establishment in 1956, are pivotal to this ecosystem, making their security a top priority. The new battalion will be dedicated to protecting these assets, ensuring uninterrupted operations and safeguarding Odisha’s economic interests.
The approval, dated April 19, 2025, was sanctioned by Chief Minister Mohan Charan Majhi, who emphasised the need for robust security measures to support industrial growth. “Odisha’s industrial sector is a cornerstone of our economy, and ensuring its safety is paramount. The creation of the 2nd OISF Battalion reflects our commitment to fostering a secure environment for growth,” the Chief Minister stated during the announcement.
The financial implications of this initiative are substantial but necessary, with an annual recurring expenditure of approximately ₹64.52 crore to cover salaries, pensions, and other benefits for the personnel. The Home Department’s letter also highlighted the recruitment rules, stating that the posts will be filled transparently as per the Odisha Civil Services (OISF) Recruitment Rules, 2017. The outsourcing of 68 additional personnel, including 27 drivers and 15 cooks, will further streamline operations, with costs for these roles to be borne from hiring vehicles and other resources.
This development aligns with Odisha’s broader vision of industrial expansion. The state has been actively working on infrastructure projects to attract corporate investments, as evidenced by ongoing initiatives under the Industries Department. For instance, the construction of office-cum-commercial complexes by the Odisha Industrial Infrastructure Development Corporation (IDCO) and the development of a Special Investment Region near Dhamra Port are expected to boost industrial activities, further necessitating enhanced security measures.
