Odsha CM  presents Rs.2.65 lakh crore state  budget for 2024-25 fiscal in Assembly

Bhubaneswar, July 25 :  Chief Minister Mohan Charan Majhi,also holding the  finance portfolio, on Thursday presented Rs.2.65 lakh crore  state budget for 2024-25 fiscal  in the Odisha Assembly.

Majhi who  presented the budget of the  first BJP government in the state, said the outlay of the budget which is 15 percent more than the  2023-24  annual budget , will fulfill the needs  and aspirations of the  people taking into account the  developmental priorities and ensuring sustainable growth in the state .

Describing the  budget as the “people’s government’s people  budget,”the Chief Minister said budgetary provision has been made for  19 new initiatives which  included  several promises  made by the party in the election manifesto  during the 2024 elections.

The  budget, he said had made allocation of  Rs.10,000 crores  for Subhadra Yojana for women empowerment, Rs.5000 crore for Samrudha Krushak Yojana  for  purchase of  paddy at Rs.3100  per quintal from the farmers of the state.

The Chief Minister said  Rs.500 crore was allocated for implementation of  central sponsored scheme Ayushman Bharat Pradhan mantri Jana Arogya  Yojana(ABPM-JAY)  which was  not implemented  by the  previous BJD government in the state .

The  budget,he  said, had  provided Rs.5450 crore for Gopabandhu Jana Arogya Yojana modifying the  Biju Swasthya Kalyana Yojana implemented  by the previous  BJD government.

The Chief Minister said an outlay of Rs 33,919 crore has been allocated under  Agriculture and allied sector activities , which is about 36 percent more than the Budget Estimate for 2023-24.

The  government, he said, made a provision of Rs.1935 crore  for CM Kissan  Yojana to include the farmers who were  excluded  under the  PM Kissan  Yojana .This will replace the KALIA  Yojana launched  by the previous  BJD government benefiting  only 46 lakh farmers.

The Chief Minister said under the PM Kissan and CM Kissan Yojana , about one crore  farmers in the state will be  benefited.

Similarly, an outlay of Rs 10,000 crore has been proposed for the Subhadra scheme  under which  every woman will receive a cash voucher of Rs.50,000 which can be encashed  over  two years. This scheme, Majhi said  will  ensure speedy empowerment of women in the state.

The Chief Minister said the  budget has given more  emphasis on agriculture, industries, health, education and service sectors and stressed on the development of  poor,women,youth and  orphans  for  Viksit Odisha.

He  said  the  outlay of Rs.155,000 crore for programme expenditure  is 24 percent increase over  previous year adding that the programme expenditure constitutes  more than 58 percent of the  total budget size.

The capital outlay in the 2024-25 is Rs.58.195 crore which is 6.3 percent of the GSDP.The Revenue  surplus the budget has been projected at 2.96 percent of the GSDP while the Fiscal deficit is projected at 3.5 percent of the GSDP.

The Chief Minister claimed that the  year end debt stock is projected to remain  at 13.56 percent of the GSDP  which is fully FRBM compliant.

Department wise the Panchayti Raj and Drinking water  has been allocated Rs.26,466 crore followed by  Rs.26,391 crore for School and Mass Education,Rs.20,837 crore for  Health and Family Welfare, Rs.15,181 crore for  Women and Child Development and Rs.13,272 crore  for Industries .

Majhi said a sum of Rs.7710 crore  has been allocated  for social  security measures and Rs.4487 crore for Madhu babu Pension Yojana  for beneficiaries  under social  security pension scheme  under which a person above the age group of 80 years will receive a monthly  pension of Rs.3500.

Under the  new initiative  of the  government, Rs.200 crore allocated  towards corpus fund for  Odia Asmita for promotion and propagation of  Odia pride.

A sum of Rs.500 crore provided  towards the corpus fund for Sri Jagannath temple  for promotion and propagation of jagannath culture,Rs,156 crore for Madho Singh Haath Yojana  for addressing  drop out among the  tribal  children,Rs.50 crore allocated  for Godabarisha Mishra Adarsha Prathamik Vidyalaya  for enhancing quality  education at the Primary school level.

The Chief Minister said Rs.100 crore  allocated  under state support for Roof Top Solar projects ( PM Surya Ghar) while Rs.200 crore  allocated as corpus fund for medical colleges and Hospitals

He said  Rs.50 crore  has been allocated  for the Mahandi Riverfront development project to develop the areas alongside the Mahanadi river in Sambalpur  and Cuttack into a world class River Front Project.

Majhi said Rs.1314 crore has been  provided  in the  budget for Ama hospital while Rs.2462 crore  for Mukhyamantri Swasthya Seva Mission  which includes Rs.1281 crore for infrastructure  development of  health institutes and Rs.1000 crore for  redevelopment programme of SCB Medical college and Hospital.

This apart a budgetary provision of Rs.997 crore has  been made for PM  POSHAN and Rs.258crore towards  sta support to PM POSHAN.

Majhi said Rs.1170 crores provided for pre matric and post matric scholarship  of  ST, SC,OBC and SEBc students and Rs.280 crore for infrastructure development of universities and  colleges under  Higher Education department.

The  budget has made a provision of Rs.9603 crore to transform  Urban Odisha and Rs.6090 crore  under the Pradhan Mantri Awas Yojana –Gramin and Rs.692 crore under the Pradhan Mantri Awas yojana –Urban.

For strengthening the  urban transport, the  budget had made provision of Rs. 1000 crore for Odisha  Metro Rail Transport.

Similarly an allocation of Rs.600 crore has been made  for development of railways and Rs.372 crore for  civil aviation.An outlay of Rs.150 crore has been proposed in the budget for implementation of  subsidy under electric vehicle policy.

The  budget had made a provision of Rs.6180 crore for road development programme and Rs.1976 crore  for rural roads under the Pradhan Mantri Gram Sadak Yojana .

Majhi said Rs.800 crore has been proposed in the budget under the programme expenditure for overall development of the tourism  sector in the state and Rs.3900 crore for disaster management.
